Help! Bad idle

Help! Bad idle

When I start the car the idle jumps up to 3k down to 1k repeatably for a couple seconds and then steady 2k for a bit and the engine stutters and when it comes to normal temps the rpm goes down to 35%(600rpm) and engine stutters bad.
And When i spray ignition starter fluid down under the throttle body area(PCV lines, hoses, PCV nipples, etc) the car jumps back up to normal idle and goes back down after I stop.
I took out the intercooler, Throttle body and checked all clamps on the PCV and PCV line to Intake Manifold and nothing's off or loose. Everything's in place as it should be. And now I have NO IDEA what to do.
Do I need a new PCV nipple for intake manifold?
Do I need a new PCV Valve?
Is the PCV valve cracked perhaps?
Please help. It's been like this for 3 weeks now

maybe a vacuum leak? with everything hooked up and the car idling, spray some of the starter fluid around various connections (throtle body, vacuum hoses..). if the idle jumps up, you have a leak there.

Have you cleaned for idle air control valve?

It's a definite leak for sure.
I spray fluid beneath the throttle body and it idles back up. And I think it's the PCV but I checked and all clamps and hose are locked in.
