Electronic boost controllers and wastegate (using TD04)

Hello all!
i have some quick questions as to the capabilites of EBCs.
i am going to be running a TDO4 (stock WRX turbo) on a diffrent vehicle (which surprisingly started as NA). now since this vehicle has a 9:1 compression ratio i dont want to be throwing 14 PSI at it righ out of the box.
so i have done a tiny bit of research (so muvh out there soo little time) and i am wondering will an EBC be able to limit the TD04 to approximately 4 - 6 PSI?
any reccomendations for EBCs?
if an EBC wont do this reliably what can be done (sort of a diffrent turbo) to allow me to realliably limit the boost levels from the turbo? i have heard things such as shortnign the wastgate arm, but this may cause flutter. i have also heard it i run a line from the compressor houseing to the wastegate auctauator with no type of controller inbetween the turbo will not push more then 6PSI. is this true? and if so how reliable is it to do this? will it spike alot, or creep up past 6 psi?
kind of a last thoght, but generalizing the point about EBCs. if you have a turbo that pushes 16 PSI (higher number chosen for dramtics) w/out a controller and hook it up to an EBC. can you make the turbo only push 2 PSI by setting the EBC to 2?

A boost controller can't lower boost below what the turbo is set at. I think the td04 actuator is set to a lower boost (maybe the 6psi you mentioned) and the ecu sets the boost at 14psi acting like an ebc.
I would just run a vacuum line directly to the actuator and run on 6psi. If you want to raise the boost you always can with a controller. I did this with a td04 out of a 3000gt on my turbo mr2 and it ran fine.
