Hitting Rev Limiter In 4th and 5th

Car Info: Impreza GC8 1997 STI
Hitting Rev Limiter In 4th and 5th
So I have no idea what going on... I did a JDM swap out of a gf8 sti full drive train and all. things were going great.
Now 4th gear wont go past 3500rpm and 5th wont go past 2800rpm.
Does any have any idea what it could be or has experienced something similar to this...?? Any information would be a great help.

Car Info: MY04 aspen wrx wagon.
Sounds like limp mode. Do you have any o2 or cat bypasses installed? Maybe you're o2 sensor conked out and you wouldn't know it because the CEL would be blocked.
