98 rs to 2000 rs ...need help :(
whats the necesary steps to doing a swap like this?...got the motor and ecu in, all I need is to figure out what cables to cut and muve from the ecu connectors?....any help would be greatfull...thanks in advance

yeah, the solenoid isn't getting power or is shorting to ground. The solenoid has a two wire connector (E42) that's after the brown B22 16wire plug.
The ECM pinout is B134.24,
and that goes to B22.7 which in turn goes to E42.1 (righthand side of solenoid plug).
//////this is the ground interrupt that the ecu uses to control the valve
The Main Relay power wire needs to go to B22.1 which feeds to E42.2 (left side of solenoid plug)
//////////this is the power feed and should read over 10 volts
If B134.24 doesn't read under 10 ohms, check your ECM grounds (It should be less than 1 ohm)
If you don't see 10v or more at the solenoid plug, check your relay wiring.

Yeah I have the diagram, in the full factory manual. I pulled that info from the troubleshooting algorithm for the air inject low input cel.
The Main relay is going to be under the dash. But instead of dealing with your relay, check the power line it feeds. That is, check B22.1, the brown 16wire connector that is in the engine bay.
All the solenoid needs is 12v switched power and the connection to the ecu to modulate the signal.

Does this mean it's on the car's bulkhead harness or do you mean on the engine harness?
Are you using the original bulkhead plug (brown 16wire) from the 98 or did you cut anything up to use the 00?
These two wires feed the solenoid. If they are coming from the solenoid to the engine side of the brown plug that's a good thing. If the bulkhead side of the plug has no corresponding wires that's a bad thing and you'll need to re-route.
Keeping this simple, all the solenoid needs is 12v power from the main relay (can be spliced into from a number of engine sensors IACV, injectors etc in a pinch) and the ECU signal wire connection.
