Turbo Cooling? (turbo timer - truth or fiction?)

Turbo Cooling?
I was doing some reading on turbo timers and I came across this little article...Can you guys tell me if this is B.S. or if there is some truth to it...It sounds a bit bogus to me.

True, but get a turbo timer if it gives you piece of mind. As long as you can shut it off in the event of a rollover or accident, it will do no harm.
