Buy a car with a quad-turbocharged W-16 engine, or buy 800 horses.
But in a WRX, the short answer is no. In the most recent issue of Super Street, JUN (a Japan-based car tuner) recently put together a 582 hp WRX, which is FAR FAR away from legal. (This car has got it all... a gigantic turbo, a gigantic intercooler with two pipes feeding individual throttle bodies for each cylinder, JUN prototype stuff, etc.) Honestly, I don't see anyone getting more than 300 "legal" hp out of a U.S.-market WRX. And by "legal," I mean it will pass both the visual and "sniff" smog tests while staying within the law. So that would mean every mod would have to be CARB certified (including intakes and especially turbo kit upgrades, which are rarely CARB certified), all exhaust modifications must still be under 95 dB (eliminating 90% of all exhausts for the car as well as turboback exhausts), all catalytic converters must remain (and although the law is no cat can be replaced if it's still functional, let's assume you put in hi-flow cats in place anyway), etc.

As far as quarter miles, I don't know how quick the quickest WRX is, but I know that there is a decent number of 10-second WRXs. (I have a quicktime video clip of a red WRX that did the quarter in 10.73 seconds @ 135.60 mph, as seen on the track's display.)
But back to that JUN WRX that I was talking about in my previous post... if they changed a few settings (most especially wheel alignment), I'm guessing it would be good for 10s, MAYBE even 9s, who knows... it's one wicked-*** car.
