This. You don't buy a car without driving it first, so you should be doing some shooting with the guns you are interested in before buying. Once you have decided, online is fine, but you will be going to one of those shops to do the paperwork/transfer.

I guess I will go down to J&R and see if they can order one for me, or if i can order it myself online and have it shipped to their shop.

If they don't have it in stock, you can definitely order it online and have it shipped to them. They would be more than willing to do that and help you through the process.

For scope suggestions definitely check out calguns.net
Most people recommend spending at least as much on the scope as you did on the rifle, if not more. I was looking for a 700 for the past few weeks as well and found tons of info on there!
For bipod you can't go wrong with Harris. Probably the biggest name in bipods. For scope Leupold is mid to high end but pricey. I've had good luck with Bushnell's higher end scopes. Not as pricey and good quality. Check out Brownells. Been buying stuff from them for years. Good prices. Great customer service.

Can some one break down how to interpret a scopes magnification rating?

What does it mean? and what strength though I look for?
Not an expert by any means but here goes. Usually you'll see something like 4-16x40. So first two numbers is the magnification range. 4x to 16x Basically it's zoom range. The last number is the objective lens diameter so in my example it'll be 40mm. The bigger objective lens lets in more light but going bigger also brings the problem of fit when choosing scope rings.
