I am a little confused. If you are worried about gas milage, then why aren't you buying a car that is more "MPG" focused than "sport compact car" focused?
Typically, the more HP/torque you have, the less MPG you get. For example, my STI gets on average about 3 MPG less than my wrx did. I'd say (generally speaking) that this is a function of a higher power motor.
Otherwise, I also believe in modding slowly and in moderation. Stay stock for a few months so you can determine what area of the car you want to work on first and then do one step at a time! You might find that rear sways + endlinks make you happy enough. Or maybe rear sways, endlinks and some light 17s with sticky rubber....
