Yes, the stretched tire thing is not performance. It is obviously for style. And I see why they do it. The tire stretched like that gives the wheels a different look. Somewhat similar to F1 wheels but a different look none the less. As an illustrator I see the appeal. If I was to draw some extremely cartooned out car I might draw the wheels like that because it would look cool to my eye. Some people decide they want to drive a cartoon, an overly stylized car (like above). Some others want a performance car. It's different tastes. Who are you to say otherwise?

Call it "Mexican" or "Rice" if you see fit but there's more to cars than just "performance" mods.

 

How about spanish rice?
