Technical turbo discussion

I know this topic has been covered extensively before but I wanna discuss it here and ask a few questions. So I has a buddy of mine try to tell me that a hybrid turbo with a bigger compressor makes the same power but better spool than a big turbo. I tries to explain that air needs to be pushed out as much as it takes in. His response was explaining why wastegates are there. Either he's full of it or I have been mistaken this whole time.

You can make the same power on a bigger turbo, you're just running less boost than a smaller turbo and the wastegate would be open for a longer time. I'd assume better top end since the turbo will not reach capacity.

Agree. His logic was that it doesn't matter how big the hotside is
