NACA duct that goes nowhere and the "scoop" is sitting on standoffs above the hood

Could the NACA-to-nowhere be a half-**** attempt at something like these? called airtab by the maker.

A guy in IWSTI.com did a bunch of CFD aerodynamic analysis on these...summary: only helps if you drive over 100K miles/yr.
