They have to show grief at this point - or they are going to be kicked out from the elite group and face the work camp/prison. Very much cult like behaviour. Most likely, poor people in rural area feel different about his death when they are facing another winter famine. And of course, they are not selected to be captured on camera by the North officials. People shown in those clips are there to dissemble the world that they had a great leader. It's all affected truth.
