Ya I can vouche for this, Mark took a perfectly running car that drove from the bay area to sacramento, and ruined it. I mean what crappy driver only pulls an 11.4 while misfiring down the track?

I'm sure you can ask how the various tuners in the bay area and elsewhere learned.

Many tuners (and I mean reputable tuners) learn by themselves using their own cars as testbeds. Over the years they got a lot of knowledge and became experts. For the unlucky few however, they forgot to learn good foundations in theory, subsequently relied too much on experience alone to tune and some blew up cusomter's cars, got a bad reputation, and were run out of town.

Anyhow there's no such thing as "learning to tune on a professional level". Tuning is a form of independent consulting, and as such beyond knowledge and skill it is about building reputations and relationships. That being said, stuff like http://www.efi101.com/ , and as you said Wyotech, and other vocational training programs abound. I believe the major dyno manufacturers offer classes and training as well.

But IMHO a lot of vocational training is crap for the most part, they just bait high school students with a promise of making money with a "college degree" expect less time consuming than college. You gotta do your research into the various programs and figure what's best.
