Meguiar's Wheel Brightener works really well, and is safe on painted wheel finishes.

After cleaning the wheels until they are perfect, the coat them with a good polymer paint sealant like Meguiars Polymer Paint Sealant #20 or #21, for great wheel paint protection.

I use eagle 1 wheel cleaner (the spray on stuff) you just spray it on and spray it off with a hose. The really tough stuff you gotta rub, but it makes it sooooooo much easier. You can get it at Kragen/Pep Boys
