And when did was the $2,500 catless fine get approved/go into effect.

As a newer LEO, my advice would be to look at the CVC, California Vehicle Code. There is something for everyone in it. As far as under the hood, its knowledge based (PC). And if you have CARB EO stickers they better be in plain sight. I.E. the engine compartment where it can readily be seen by a LEO. You cannot have the sticker on your exhaust where it cannot be seen, because that in itself is a violation. This is a very complex subject, all i can say if its not stock and you get pulled over be respectfull. Chances are you will get a warning or you might get a fix it ticket. If you dont have CATS your car can be towed and a HUGE fine for the violation.

Funny thing this thread came up today... Was on my way to work today and got pulled over by the police.. Did a walk around and said my exhaust was too loud and no front licence plate and my tires were bad. Popped the hood did the full inspection and started talking all about the cats etc.. Now I have a catted DP with a Evo exhaust. So this set-up is pretty quiet especially at 65mph on the highway. Started saying I had no CAT and I had modified my Headers and had no O2 sensor?? Not sure how he even saw my stock headers..

Anyways I was polite and let him tell me about the car getting towed etc.. cause I had no CATS.. This went on for a while but eventually left with a warning for the exhaust and a No Front Plate and driving without my glasses

First time ever pulled over and wasn't even speeding or anything so I think the Force is out in Force. Took some pictures of the Engine Bay and told me to change out the TBE for the Stock..

Anyways just following up on the thread cause all he talked about was CATS this CATS that, so they must be really on the prowl.. Anyways looks like even if you are a safe driver you can still get pulled over these days My advice be nice and polite to the police if they pull you over cause really there is nothing you can do. I would make sure you have at least 1 CAT for safety sake, no more straight pipes..

I know exactly how you feel. Almost exact same thing happened to me a day before you. Seriously, based on my observation how CHP was looking at my engine bay - they seems to know where things are.
Just like you, I wasn't loud and I wasn't speeding. I think driving wrx with dark rims were enough for them to pull me over for a search. Good thing I had stock dp put back on a few months back because I got pulled over for loud exhaust. Less than 3 months after, I got pulled over again for same reason. I can't believe I'm saying this, but I'm seriously thinking about selling my bugeye for something that is fast in stock form. Catback and carb intake just doesn't cut it anymore - slow!

GTR here I come. Oh yeah, I don't have that much money.....

As always remember when you sign a citation, its not an admission of guilt just a promise to appear. That being said whatever comes with the violations, you can and should go to traffic court. Ultimately its the judge that decides, "Our fate" all the LEO can do is cite for the violations he/she encounters on scene. I know you have to get the vehicle repaired ASAP. The vehicle also has to get re smogged and re inspected to OEM standards BEFORE it can be driven upon a state highway (any road other than private).

27156 VC, and all subsections apply. READ PLEASE, don't feel like writing a page of info from the CVC.

P.S. you can still get other violations along with this one.

Yeah, I'm very adware and informed about that. Good thing CHP didn't cite me for anything this time. But imagination of getting another state referee ticket makes me vomit. Another visit to state referee and another appear to court to get it cleared is no fun. Especially, when my ride is already smog legal with only a borla hush. Sorry, I'm venting a little.
