Pulled over for not having sliencer in: new law?

I was just pulled over by SF only because I didn't have my silencer in my Carbon Ti. I only have a catback so my car isn't too loud.
I told the officer that it was within the legal db limit but he said that there is a new law which requires you to use a silencer if your muffler can have one. Luckily he let me off with a warning, but is this bs or is there a new law like this?
It seems ridiculous to me if it's within the legal db limit.

but it sounds like bs if your catback is under the required db. I though tcarbton ti were loud though?

Time to go stealth.

id say my exhaust doesnt accept a silencer, since it is within legal limit 100% of the time

We'll he saw the two retaining holes in the muffler so who knew what they were for. He said he was trained to take down street racers and knew all about the legalities of exhaust..

i agree, just say you bought the car like that and have no idea what a "silencer" is ???
I told my GF who happens to drive an EVO IX to tell the officer that she doesn't know where to bolt on her front plate since when we bought it new, I had specifically asked the dealer NOT to drill the holes for the front plates.
she acts blonde and got away with a fix it ticket since the cop walked around twice and coudn't figure it out himself

I'm not aware of any recent changes to the California VC that state you must have a silencer if your exhaust accepts one. I'll check through it, but I don't think I'm going to find anything.

It's possible that he was told that you are in violation of CVC 27150(a) because you "removed" the silencer, which in all reality is a load of crap. It could also be 27151(a) for the same reason, that you "modified" the exhaust to make it louder. Regardless, if you're under the noise limit, you're fine.

I see no notes for upcoming changes to the laws regarding exhaust equipment. Unless it's a city ordinance, he's full of crap.

--

27150(a) Every motor vehicle subject to registration shall at all times be equipped with an adequate muffler in constant operation and properly maintained to prevent any excessive or unusual noise, and no muffler or exhaust system shall be equipped with a cutout, bypass, or similar device.

27151(a) No person shall modify the exhaust system of a motor vehicle in a manner which will amplify or increase the noise emitted by the motor of the vehicle so that the vehicle is not in compliance with the provisions of Section 27150 or exceeds the noise limits established for the type of vehicle in Article 2.5 (commencing with Section 27200). No person shall operate a motor vehicle with an exhaust system so modified.
