Ask for the exhaust ticket, go get it tested and then see what he has to say in court if indeed your exhaust is below the 95db limit.

Make a formal complaint
Or just do nothing. If a police officer pulled me over and spoke to me like I was scum of the Earth I'd go straight to the HR dpt. and file a formal complaint. It's not the Officers job to talk down to you. Strictly business. Anything else is harassment. Formal complaints stack up and look really bad in ones personnel file.
Ive zipped up and down that road daily for almost 3 years and have yet to be pulled over
The time I did get hit, the bike cop that pulled me over near sunnyvale was pretty nice and didnt say **** about how loud my car was

Sorry to hear about your experience. Just be thankful you weren't tazered or shot.
I still don't exactly understand why he pulled you over and why he harassed you. Nor do I understand how/why he would've been able to tow your car away considering you didn't speed, your car is street legal and the worst thing that happened was a friend suggested you rate him.
This seriously sounds like harassment. Especially if this was anywhere near where you live. I wouldn't feel so safe on the roads knowing there's a psycho on the road with a permit to carry a gun and pull people over for no reason.
