Sometimes they say RP sometimes they give names phone numbers and addresses over the air. You can request that they keep it off air. For personal safety reasons. Tell them you think they have a scanner. They can send it to the in car MDT and not over the air.
Crime with the use of a scanner is a big no no.
Next question is where are all the shells from the rounds being fired? Any police officer would be able to find these on the ground still warm and be able to make a judgement call on public safety.
Next get a video camera. Record it out your front window. When CHP or who ever shows up. Meet one of the units around the corner from your home and show them the video. That should be more then enough for a door kick and a extended vacation for your neighbors.
The last thing you want to do is go knock on their door.
What city do you live in?

Reporting Parties (RP's as mentioned above) are never live on the radio ever. CHP uses MDTs (Mobile Data Terminals) as stated above and they would usually give the information over that with a verbal radio confirmation. If they did say anything on the radio, they would simply state something along the lines of "reported shots fired, possible automatic weapon" and give the address that your wife gave. Dispatch wont say the RP's name or phone number unless specifically asked by and officer, and usually CHP (at least in my neck of the woods) is smart enough to do that via landline.
Have you tried to go talk to these guys about the weapon fire? Maybe ask them if they'd chill out because it freaks out your wife and kid.
If I were you, I'd get an IR camera setup for 24 hour taping with audio to catch them in the act, retaliation is definitely a real possibility so being cautious is important.

Delicate situation. I vote with the others on just asking them to quit firing in the neighbor hood because it freaks out your wife and kid.
As to your original question, if they have a scanner it is posible to hear wireless phones (land line wireless) and cell phone conversations. It is however unlikely that is what happened, it is more likely that they just heard dispatch saying "shot reported at this address bla bla bla."
Let us know when it is time to call out the i-club militia and take care of this little problem.

The problem is if you ask them. Then next time the police show up. They will link you with all the police. Best to ignore them and move to be honest. People like that do not go away. They do not stop. And they know the police can't always get there.
Arming yourself is only going to make you feel better for a bit. And unless your wife is taught how to fire a rifle its not going to do any good when you are not home. Also its a danger to little kids in the house. If the gun is legally locked up it will not be ready to use when its needed. Sucks but that is the truth. If there was no kids I'd say leave it out.
And THE LAST THING YOU WANT is a shoot out with the neighbor. They way out power you sounds like. And they live without fear and have been testing the police response times. Plus they out number you.
They have some respect for you right now. Because this has not got worse. Just ride it out till you can move. Don't show anything flashy or flash a rifle. You will get robbed next. And they could do it when your wife and kid is home. Another reason for not having a big i-club meet at your house. You want to look poorer then they are. Then they have no reason to rob you. Also do not toss Christmas present boxes out in the trash. This is like shopping to them. Which might also get you robbed. If you plan to stay there for a while. I can come help you pin your doors and try and theft proof your home. It would make it safer for your family while they are home as well.
I can give you a few .50bmg shells. Next time they shoot out front, toss them at their front door before the police show up. ...hahhahah
But for safety for you and your family. I'd just get a new place to live. It could be the smartest move you make.

Our house is impossible to secure. It's a rental and I'm just not gonna spend the money it would take. Trying to get 2 doors out of the land lords has been hard enough.
We need a new rear door. New door from the garage... the garage doesn't lock and neither does that door. I pin the garage internally with screwdrivers. Have a few windows that aren't totally secure and they're all single pain. No alarm. 30-40 minute LEO response time. Etc.
My pit bull was poisoned. My akita had to be put down. Brain tumor. I have a small puppy that will never be a guard dog (golden).
Our best security right now is that they know I armed... lets just say I made it obvious about a month ago. Our house is at the end so there is NO reason to be anywhere near my home. And thus far we've pretty much just kept to ourselves. We party. We let the others party. I have let them shoot for YEARS.... during the day. In the last year it's just been case of 1 time being 60 feet from my front door, 1 time I saw the guys pointed right at my house (kids/22, let them know to back off), and now about 5 times they've fired serious weapons well after dark.
I prefer to just mind my own business and be left alone but it's getting to the point they're not leaving me alone.
The kid issue I delt with before was just him driving like an idiot. Ran me and the wife off the road separately in a week. Talked to his moms. He came over to my house and started out being defensive.... left apologizing and with respect for me.
This all started with some new renters just down the road. Bunch of thugs. Started tagging up the bridge (caught them, did not report), the guns, the dogs, etc. I was out there riding a dirt bike and had someone rush at me with what looked like a shot gun. My little brother also had a gun pulled on him.... he was in full fatigues. They let him walk out.
We'd like to move but we have a 3 bedroom house with mad space. A huge garage. A shop with a bug out bunker, hidden. And a 450 sq ft basement.... and space to do wtf we want.... and rent is HALF what we'd pay for that elsewhere because my wife has lived in the house for no joke 20 years. Her folks used to rent it. We took over.
I hate to be forced out by thug RENTERS.
There is property for sale out here now so I'm hoping that those realtors will help. I'm thinking of talking to them about the dogs and asking about the cops. Just say... he, I've had the sheriff out at my place a few times asking if I've been firing a weapon... Kinda play the I'm on your side and I don't want the leo's at my house either (which I don't). I am known to throw a pretty good party once or twice a year. Bands. Kegs. Tents. Etc.
Just tell em I don't want to have to put their dog down and make friends.

Have you tried to go in physically to the police department and file a formal complaint. I mean it seems like they know you have issues with them firing off weapons and they dont seem to give a ****.
If you dont want to be forced out, you need to get the law involved a little more. Im boggled that this kind of stuff happens and the cops cant do anything about it.

I have personally spoken with CHP/Sheriff in person but have not filed a formal complaint. CHP I spoke with last night said I should get the ball rolling on that.
As for them not doing anything. They know our road is an issue. I've had helicopters and planes over my house in the passed. We've had 3 homicides and one attempted rape/homicide on our road. And an 8000 plant crop seized last year. Its very frustrating but the fact is, we're as far out in Santa Cruz County as you can get. You actually leave SC county then reenter it to get to my house. Response time is literally a 30 minute minimum. Fire comes faster. They were out because of my neighbors a couple weeks ago. I thought my damn house was burning down but it was just them burning garbage at 10pm.
So yeah it's frustrating but it's common. They have to cover too much space and they don't have the manpower/money to cover it. Wish there was a way to get CHP to do more of that kind of work in these kinds of situations since they have the money and manpower... and they carry AR's or M4's these days as well.
My house is in the cuts. Used to be all posi one negi. Now the negatives are outweighing the positives. I have a 2 year old that I will literally kill for and it's getting to the point where I feel that is a distinct possibility.
Hopefully I'll get back to 5 days soon as get a full year in at my new job and we can buy. Get back in to suburbia.

It's good to hear that you're taking the initiative to protect yourself and your family. However, I wouldn't trust a Keltec with a job that important.
Consider getting a quality AR instead. For a few hundred $ more than the Keltec, you can get a top tier AR like this one: RifleGear - Daniel Defense XV EZ Carbine Rifle
All you would need after that is a sling, a light and some spare mags. You'll be set up for success if you're ever in a situation where you would need to use it.

+1 on not getting a keltec, get a reliable AR, you can get them used off calguns for around yhe same price, but do yourself a favor and get lessons for everyone who touches it, and make sure to secure it.
Personally I keep mine with an empty mag in it so if anyone but me picks it up they can't load the mags that are near it quickly without a tool and knowing where the mags are. I carry a tool on my dominant wrist paracord bracelet.
