OK here's what me and nevzwrx came up with:
daytime running lights mean he couldn't pull me over for having my lights off, but i have researched the official sunset for that day and sunset occured at 8:30, while the ticket states I was pulled over at 8:00. civil twilight began at 9:01. so this completely throws out the notion that i had my lights off, means he was lying and casts further doubt on the credibility of the rest of the officer's actions.
when i was asked to turn on my car, i turned it on by putting the key in the ON position. never was i asked to start the engine, so i was in full compliance with the officer in turning on the car to see if the lights were on. there was no reason why the engine should have been started. as well, if i had turned on the engine, the officer could have construed it as an "attempt to flee" and could have arrested me right there.
the officer intimidated me into not filing a report with the office of citizen complaints, which is a big no-no for cops. intimidating someone into not reporting incidents to the OCC is illegal for police, especially telling the person they will go to jail for making a report.
i'm going to the OCC on monday and will use whatever advice they give me to further fight this bum rap.

IMO, you shouldn't have yelled at the cop. If I was in his position, I could have easily misconstrued your intentions. With that being said, HIS CONDUCT AFTERWARDS WAS WRONG IN EVERY WAY. The whole the light was not on was his attempt to justify pulling you over. Hire a lawyer and file a formal complaint to SFPD. Not all cops are bad, but those who do abuse their power have to be punished.

well dude nothing would have happened if you didnt say anything to him, cops hate it when people tell them the right thing to do, maybe he was going somewhere and thats why he rolled it cause he needed to be there. but with that being said what he did was not at all right ok to do. go to the OCC, Office of citizen complants in SF. look in the phone book if you have a SF one it should be there. i hate this kind of things because it gives all cops bad names, there are actaully cool cops that dont give a **** about this stuff and actaully focus on chrime not loud cars or kids skateboarding, i know a few my self.. so all i have to say is, dont change ur mind about cops because of things like this, its only about 10%-20% of cops who are like this the rest dont care.

uh i would say go to OCC,Office of citizen complants or call them and file a complaint and take the ticket to court and see what happens. (im not a cop, but know some)

Since he wants to make up lies about what you did, I suggest you call up a very aggressive attorney, and definately file a complaint on this guy. Feel free to add anything you want to that complaint, such as he wanted you to pay him to get out of those cuffs. They take bribery, pretty seriously. **** this guy up. I know a girl who got sexually harassed by a SJPD, she filed a complaint on him and that complaint alone was enough to get him parked behind a desk for a couple months, pending an investigation. He eventually got fired, because there were other complaints in his file about the same thing. Go for it man. **** that *****. If he was tough, he'd take off that badge if he wanted a personal problem.

for those of you guys saying he shouldn't have said anything to the cop because "they don't like being told what's right", don't you see the fundamental problem with that?
Police are to protect and serve, or to enforce the law. Unless responding to an emergency, they are in no way entitled to break the law. I would have said the same thing to that cop. He should be trying to lead by example, not power tripping and running STOP signs.

if you take him to court make sure you suepoena the cops car camera. if he was driving on the opposite side, his video camera would've shown that your lights were on. GET THAT PIG!!! STUPID OINKER!!!
