Police harassment by SFPD
OK here's what just happened to me:
A cop ran a stop sign on Foerster street and I told him as he was driving by me, "rolling stop." I keep driving down the street and the cops flips a uturn and hits his flashing lights. My hands go to the steering wheel immediately after the car's off, I'm not going to get shot.
Cops asks me what's the big deal yelling at him. I told him I didn't yell and wasn't looking for trouble, but that I've been cited for a rolling stop before and I didn't think cops should be doing it considering there's a nursery school across the street.
Cop goes to his car for ten minutes, comes back and tells me he's writing me a ticket for not having my lights on. I told him they were on the whole time including fog lights. At this point, he asks me to turn on the car. I turn the key to the ON position so the lights are on. He yells at me to turn on the car, at which point I'm telling him the car's on what do you want from me?
He tells me to exit the vehicle and handcuffs me for not obeying an officer, CVC 2800. Puts me in the cop car and tells me if I file a citizen complain against him, he'll see me in court and I will lose and he will put me in jail.
I sit in the car for a while, then he comes over and tells me that "you've got no life and you're a liar" and tells me if I don't agree to say that my lights were off, I'm going to jail and my vehicle will be impounded. At this point I said everything he wanted me to say to get out of the handcuffs.
Another cop car shows up after a while and they take off the handcuffs, fingerprint me (they had to try three times because the officer had the ink pad turned upside down) and told me if I file a complaint against the officer I will lose. Cop writes me a ticket for not having my lights on (they were on) and not complying with an officer. Cop tells me to get in my car, turn it on (it was already on for half an hour with the lights ON) and drive away at the legal speed limit.
What can I do to report this incident, if anything? I know I will get off when I have the court date, as I turned the car to the ON position and the officer never said anything about starting the car. As well, the engine had nothing to do with it, rather the lights had to be shown to be turned on and nothing else.
It was also amusing that the cop said he "doesn't write tickets," yet is willing to pull someone over for having their lights off (which never even happened!) before it's even dark. I was pulled over at approx. 8:10 PM, with the sun just starting to set, and the sun didn't set until I finally was allowed to drive away.
To the officer: I'll do everything in my power to make sure you never harass innocent people again, you dirty corrupt pig. If your family knew what you really do for a living, they would be ashamed.

seriously watch out for the SFPD they're f'n corrupt...i'm going to file a complaint against this jackass ASAP! words cannot describe how pissed off and violated i feel.
there is a civilian office that overlooks police activities. i forget who they are. they are in SF.
also, call internal affairs. talk to one of them.

Thebankman your story is missing somthing. first of all, that's pretty stupid on your part for telling a cop he rolled by a stop sign, I been cited for that too, but come on. If that's true then you got some *****, but anyways, also 2800 CVC is not for not obeying a police officer, it's failure to stop (intentional) in your car. So that's kinda funny...also the fingerprinting part was kindda funny too, didnt you have your CDL with you? If so, I know cops dont do that. Based on your story the only part I believe is true is this: "you've got no life and you're a liar"

I was cited for CVC 24250 and 2800. There was no probable cause to pull me over other than me saying, "rolling stop." I only have an interim license until DMV sends me my photo license.
aups, it aint bull but I'll agree the entire incident was over the top. How do you know about the 2800 info?

Oh IC. Ok thebankman, lets me honest for a sec. Humm based on your last post, this is what I think happened. Ok you told the cops he did a rolling stop, the cop then tried to pull you over for somthing and you didn't stop. After a short while you finally did, and thats why you were handcuffed and put in the back seat. Am I close or no? I still dont understand why you got cited for 2800 if you didnt do somthing similar to my "story."

Take it easy guys.......The Sf cops are all antsy right now with all the killings in the city. That's why for me if i see a cop i won't say anything or won't look at them eye to eye...

2800. (a) It is unlawful to willfully fail or refuse to comply with
any lawful order, signal, or direction of any peace officer, as
defined in Chapter 4.5 (commencing with Section 830) of Title 3 of
Part 2 of the Penal Code, when that peace officer is in uniform and
is performing duties under any of the provisions of this code, or to
refuse to submit to any lawful inspection under this code.
(b) Except as authorized under Section 24004, it is unlawful to
fail or refuse to comply with any lawful out-of-service order issued
by any peace officer, as defined in Chapter 4.5 (commencing with
Section 830) of Title 3 of Part 2 of the Penal Code, when that peace
officer is in uniform and is performing duties under any provision of
this code and the out-of-service order complies with Sections 395.13
and 396.9 of Title 49 of the Code of Federal Regulations.
