You'd think volunteers would be the better option as they would care more. As opposed to people doing it to get paid.

Or just *******s who want to get as close to the action as possible and see the race.

We use volunteers in the US

yeah its great that they volunteer but I dont think enthusiasm can really make up for training and experience, it also assumes people that are getting paid automatically dont care as much about their jobs(???)

No. But there are people who care more about the buck than the job. It's not everyone. But there are some.
