if the car is less then 4 years old and was previously registerd in cali from new then you do not have to smog it on transfer of title. (bi-anual smog takes 5 years to kick in) all the cars we get are 4 years or newer and our smogs went from every car we received to about a handfull a month. just fyi... alot of ppl dont know about this yet. it the cars out of state then all the old rules apply.

I sold a car some years back, and the guy that bought it was banking through Wells Fargo. I had to go to the bank with him to sign the paperwork and for the bank to take the pink slip
its not fishy, just a banks way of handling the sale and loan of money

I also just went through this with my 2001 RS at my CU when the seller also didn't know he needed a smog. The CU again confirmed that even though the car has not entered the bi-annual smog zone yet, you still have to smog the car for transfer of title.
Just FYI.

I asked the smog tech at the station I went to (Greenslip in Sunnyvale) and he mentioned that you DO have to smog a new car for title transfer and he gets a lot.

if he bought it before 1/1/05 then yes you would have to get it smoged. yes enhanced dose matter where you live. the smog issue that im talking about is everyone from now on with a car less then 4 years old will not have to smog on transfer or title.

It's not a set up - he is not asking you to trust him, just meet him at the bank.
I've got a friend with a trust fund and you wouldn't believe what the bank makes him do to buy anything more than $200.
Example:
He wanted a leather jacket $360+tax. His trust fund is around $20 million, no kidding. He had to go to the bank and ask for $400. They asked him why and he told them, "to buy a leather jacket". They then sent him back to the store, without money, to get a written estimate of the cost of the coat.
This is just stupid. - They can't really deny him spending his money, so if they want to track it that carefully then give him the $400 and tell him to bring back a reciept OR give him a debit card so they have the receipts immediately. This also gives them insurance protection in order to deny paying something they think looks fishy....what a waste of time.
