Ah yes, because the entire state should only be doing one thing at a time. You're up in Sac, why didn't you go pressure them to do a decent budget, rather than just complain on i-Club.

These stickers are currently issued by DMV to certain low emission vehicles and permit vehicles with these stickers to be driven in the HOV lane. (California Senate Bill 1720/Lowenthal)

I always find it amusing when people on forums make assumptions like that. "Why don't you do something about it then?" Well crap, maybe I am! Of course, that never occurs to the people that make statements like that.

Eh, I think those fines are just for money making purposes. Not too big, where people will mind too much, but small enough so they keep doing it over and over.
I think the idea of preventing accidents should have a bigger fine. Something around 200 and 500. It should be a greater fine than a cell phone on the ear because texting actually takes your eyes off the road (unless you're some pro texter without having to look at ur phone and sending message).
