Are you working more than one job? That might make a difference.
Check with the payroll department and confirm that they are doing the zero deductions PLUS the extra $30 per paycheck. Also have a close look at your paystubs and see how much they are taking out for Fed and State each time.
I have one job, claim single with 2 deductions and usually owe about $200 to the Feds and $100 to the State. I have done this for years and the salary range has changed quite a bit.
Are your State taxes messed up as well?
I used to work for the IRS and they always recommended that if a tax payer owed money to both Fed & State and could not pay it all at once, to try and pay the State in one go, while making payment arrangements with the IRS. Having been in that boat myself I agree with their recommendation. The Franchise Tax Board is a nasty bit of work, while the IRS can actually be fairly human.

Withholding 1 and you're paying taxes? That doesn't make any sense. You should be getting a refund unless you've got a side business you've forgotten to pay taxes on.
