Now correct me if I am wrong but I think it is like a zone, so you pay if you go into the area between the allotted times, now I watch a lot of Top Gear and they always complain about the congestion charge zones. So It won't be like a toll or a border thing, but it is like you you can call over the phone and pay and etc. Just google London Congestion charge if you don't understand.

This reminds me of when they started making everyone going east on market turn off at 8th and 10th streets to "make downtown more accessible to pedestrians". Really? I coulda swore those roads were for cars. ****in' hippies.

When they started doing that, every street that runs parallel to market became a nightmare, and still is. Also, you can't turn left onto any of them so hella people either have to break the law or circle a block just to continue in the same direction.

SF hates cars.
