I think you're a good person for helping. Help is help...whether or not he was honest, your actions had good intentions.

He decided he could make a difference in his country and in the whole world. He could see that evil people were making things worse for everyone and that they must be stopped. He had great intentions and with those intentions he got a lot of people to join him in 'fighting the good fight'. Also, he was named Adolf Hitler.
Good intentions mean nothing if the end result is negative. What the OP did was reward a total stranger for producing no tangible benefit, no good or service, and reward him for deceiving people. You reinforced in the scammer's mind that what he was doing was right using one of the most powerful incentive's there is - money.
Now in the big scope of things, I don't think this particular case is a huge deal. Giving $20 one time to one guy isn't going to make the earth stop spinning. But I think it's important that the OP learn the right lesson from this experience. If he does, than it may be a relatively inexpensive lesson.
What IS a huge deal and why I took the time to write all this is how many other posters share the same flawed mentality. 'Good intentions are all that matter'?!?!?!!! Really?! History is littered with the corpses of people cut down by others with 'good intentions'. And relying on karma doesn't excuse you when you have the power to do right or wrong RIGHT NOW! What a copout! "Chairman Mao killed 50 million people, but don't worry about it - karma is gonna catch up with that guy!" Please.
Whether it's the good intentions of Hitler freeing the world of Jews, the EPA cutting pollution by mandating MTBE, GWB Jr. trying to 'free' Iraq, teetotalers creating Prohibition, politicians cracking down on modded cars to curb street racing and make the streets safer, or people 'helping' the homeless by giving them (drug) money it's all the same. All of these examples were of people with the very best of intentions and all had negative outcomes. Results matter, intentions mean next to nothing.
The OP wanted reassurance that the mistake he made was OK because he meant well and sadly a lot of people fell into the same trap - reinforcing his bad decision and telling him it was ok. Count me out!

If that was in some way directed at me for stating the obvious, negative. I give money to homeless all the time, almost daily. But I don't give it to visible drunks, druggies, trustfund-wannabe-homeless-haight-street-kids, or hustlers. I give it to the folks that truly appreciate it. The ones out there on the corner every day being as honest and as straightforward about their situation as they can. And I don't just give em cash to make em leave me alone, I talk to them when I have the time.
Still don't change the fact that homeboy that started this thread got hustled. I've heard and seen that story a hundred times in the city, it changes slightly with every telling but it's still a hustle... The guy that looks all legit in his freshly pressed Muni uniform (that I saw pulling the same hustle every night for a week straight), the guy jangling his keys around as if one of them is actually his set of carkeys, the guy in the wheelchair pleading his case how he needs busfare home to Sacramento so he can take his HIV medication (and tried the same story on my 3 times in the same month).
If you want to help and you're gonna give, give it to the ones that deserve it. Or donate to a shelter. By giving cash to the ones that are hustling for more booze or drugs you are perpetuating the cycle, not helping them or anyone else.

years ago, a buddy and i were in a similar situation. we were just walking around SF and some punker chick was asking for spare change.
i honestly only had $10 for lunch, so i said 'sorry, i dont have any spare change...' he didnt say anything to her at all.
after we had lunch, we walked back the same way, and she was still there (not a surprise honestly), and i have a few bucks left over. i just walked up to her and gave her all i had. her eyes shot wide open and she was really thankful.
my buddy was shocked that i gave her anything. being that i've been in her shoes, it wasnt pitty that i felt. it was knowing that some people are honestly just wanting to get some food or bus fare or beer.
now, thats all well and good. in all honesty, i dont care if she went out and got drugs, alcohol, food or anything else. its the simple fact that she had a smile on her face, and her life sucked a little less for a short while.
would i do it again? absolutely. do i think you're a sucker? no. you helped someone else's day suck a little less for a short while. props, mad props to you.

It is absolutely amazing the cynicism and total lack of faith in humanity that I see in this thread. There are a FEW positive people here, but not very many considering the masses of pessimists.
