How do you mount a license plate on a BMW?

Maybe it's a way to beat the automated license plate readers on the bridges? I'd be willing to bet most machine vision systems could not extract the plate number in that orientation.

They take the rear plate. Also its a $8 hr person pulling all that data.

If that actually worked, then you'd probably see it more often There are some very sophisticated camera systems out there (maybe not on the bridges) and I am pretty sure they can read a sideways plate.
