Front license plate mount

Front license plate mount
Anyone know if more than 2 bolts are supposed to secure the front license plate on my car ('03 WRX)?
I'm asking because one of the front bolts doesn't appear to be holding very well. There looks like there might be a 3rd place to mount a 3rd bolt and maybe a support arm below and to the right. Anyone have any insight on this?
