how do I make a file size smaller
I want to know what i have to do in order to make a 729KB picture file down to a 70KB file...is it possible??

simplest way is to convert the file to a format that can use compression.
for example, JPG is a very good compression format. unfornuately, it is LOSSY compression scheme. everytime you edit a JPG and save it, you loose data.
you would want to edit the data in it's native format. that way you preserve everything, including functions of the program you are using (ie, photoshop's layers).
then when you are ready to give out the picture, then save it to JPG.
take a look at an open source format called PNG. it offers a LOSSLESS compression format.

All my files are saved as jpg...they are still 729kb or so...

goto www.jasc.com and download a trial version of their nearly photoshop clone called PAINT SHOP PRO.
if it werent for that really cool tool on photoshop 7 called the HEAL tool, i would say, PSP is better...
