Nah, it just seemed like there was too many "weird" things going on, I decided to look elsewhere.

Bill Of Sale is not just a good idea, it's required. Document everything, and make photocopies if possible.

I just went by here (MVD) earlier this week and was pretty disappointed. I called ahead to make sure I could get what I needed done, and they said sure. I showed up and the person who does the car verifications wasn't there, so they wanted me to drive to the DMV to have it done there, and then come back. For this they would give me a discount on their fee which is much higher than I remembered. I just wanted to add this comment since I spoke so highly of them before...
