Its a code used when a ticket is to be dismissed due to error, or false reasons.
As an example, I got a ticket for being "too low" back in the day, in a VW bug that was lowered. However I brought the VW factory manual and showed the bug was below the legal limit from the factory, so they dissmissed it "in the intrest of justice"
