It's quite simple actually, Android OS attracts a different kind of user base than the iPhone does. How many Android owners are ex-iPhone owners?
The iPhone consumer is more likely to spend 2.99 on an app or pay 0.99 per song, which I think is ridiculous. It's the same crowd that will spend $500 on a brand new iPhone every year.
Android was always about getting more for your money. Hence, Android owners are less likely to spend money on apps.
