i think its just a major issue of miscommunication and misunderstanding getting mixed up with assumptions and speculations.

Seems to me that the thing to do would have been to let him keep his account and just tag him as a scammer. Custom title and what not. That way he won't just go get a new account (though he'd probably do that anyways).
