If it happened twice in a row I think it's probably someone at the actual company. Either that or it's the person that picks up the packages from that business.

Hearing the horrible stories of ups many time my bet is on the shipping company doing it. Especially after the guy saw it was a bag of sand and didn't ship it back as a screwed up order of sand he put in customer denied it then shipped it off to the next guy. No matter who did it that's horrible for sure.

I probably would've requested it shipped by Fed-ex after the first one.
