Just head to a big box retailer and buy a burner phone.
keep all the original packaging, use it for the 3 weeks you need it for
then return it withing the 30 day window most places have. if you have a little extra cash you can buy a basic android device and still retain most functions your S4 would have.

If you buy a phone from ATT, it comes with a 1 year warranty. It's easy to get a replacement within that year.
Call 611 from your phone, get to a customer service representative (CSR) and ask for the warranty department. They'll ask you to trouble shoot the issue. Tell them you already called in previously, tried the troubleshoots and that you are looking for a replacement.
They send you a new one first, and give you a prepaid shipping label to ship your broken one back. It's just the phone, no back cover, no batter, etc. You transplant everything from yours onto the replacement.
If you're out of the 1 year warranty, then you're going to have to buy a new phone / use your old one. I switched to T-mobile because their monthly fees are ridiculously cheap. But you have to bring your own device. Cheapest option? Nexus 5.

They don't give you a new phone they give you a refurbished one that someone farted on for a week and returned.
