Also effective January 1, 2005, vehicles four years old or newer will be exempt from the change-of-ownership smog-check requirement and its attendant fee. Instead, their owners will be assessed an additional $8 transfer fee. This change will increase state revenues without increasing overall costs for motorists. Revenues will help the Bureau of Automotive Repair pay for the costs of administering the Smog Check program. The Auto Club did not oppose this change.

But yeah, like I've been saying all along, it shouldn't take a DMV funded "Moyer Program" to clean other sources for polution, but what about factories and the other sources...
It's typical Kali, look we pay for our roads to get maintained and they find a way not to maintain them, and Northridge repairs its freeways after a quake, but stupid San Francisco still hasn't upgraded its freeways since the '89 quake, even though Sales Tax hikes were introduced solely to cover those expenses...

Man just in case anyone had any doubts that they are looking for money rather than checking on the polution levels.
No need to pass emissions just pay a smog abatement fee

I (heart) California.
This is why I will never be a resident of here, and why I register my cars in MD. I love a state that's still in a budget crisis, yet all it can focus on is car emissions, and not refurbishing schools, etc. I'm hoping the military approves my request to go to Las Vegas. Bah.
Oh, and as said earlier, thanks democrats.

On the other hand I see that the Meca of the tuners and mods is Southern CA. Or this is not right?

When I went to LA.. I didn't see any tuned cars. They were all regular Bentleys and Mercedes. Those *******s don't know how to drive. Anyway... Does that mean that if you bought an 04, you wouldn't have to get a smog check anymore but just pay the bill and that's it?
