What car is this out of? What year? OBD2? Will it fit in my 2004?

I think your best bet is to email or call them for engine specifications and from what model year it came out of. I'm not sure when they started to do the 8K RPM Redline in Japan, but I think it's exclusive to 01+/New Age Impreza JDM engines.

It's a twin turbo though.

Was there a prior subaru production car that came with a twin turbo motor?

I'm only aware of the Legacy engine being a twin turbo. I could be wrong though, and I don't think it's a 2 liter either for the Legacy TT.

maybe its just a jdm ej20 w/ a single turbo and they just did the ad wrong. some people think turbo and twin turbo are synonymous. those people might also think an engine like this would only cost $390 USD

IIRC the Liberty ( apanese model, previous to Impreza ) was a EJ20TT. there were twin turbo EJ20 Legacys running around too, but i doubt it only has 25K - 30K miles. the black intercooler also predates the GDB chassis, so im not too sure of all this info......
