I think it is a scam.
While that is more than likely a scam, there is something to be said for taking as much weight off the rotating Assembly as possible. Back when I built VW motors, we routinely lightened up the rods, crank, pistons, used light weight wrist pins...anything we could do to shave weight off things and squeeze out another few hundred RPM in the top end.

Lighter = faster to rev, also meant you could run more cam and keep it running with a lope.

I'm tempted to call him and ask him how cheap is cheap.

Even in a Honda, you're removing the transmission (to remove the flywheel), dropping the pan, taking apart the entire front end of the motor, just to remove the crank. Knife edge the crank, then re-install. Not something that he's going to do for a few hundred bucks.

I guess this guy didn't factor in the rest of the drivetrain which would have to be built in order to rev up to 10k rpm - titanium valve springs, keepers, etc.

^No joke, I had a 1990 Civic Si, the block was pretty well built (I was hoping to get a Jackson Racing supercharger). But even with nice springs and valves in the head, I only ever ran it up to 7250. Without headwork and cams spinning faster seems like it's just more stress on an engine.

For having three moving parts to the motor, it's got a LOT of work to do to re-build it.

So I suppose while he's doing that, he'll change your oil and use Pennzoil, so you won't notice the wax buildup?
