"Vehicles are tested solely for the purpose of gathering data. They do not "pass" or "fail" the roadside emissions tests, so these tests add no additional repair requirements for drivers of high-polluting vehicles"

Doesn't seem like they are trying to stop people for tickets though?

But what about the observant CHP officer? Cops are cool in general, however, CHP officers (who I dont even consider cops) are f'ing DICKS!

The emissions survey tests vehicles on a treadmill-like device called a dynamometer that is now being used to conduct Smog Check inspections in the state’s smoggiest regions.
I'd like to see them put an awd car on a portable dynamometer.

No arguments from me there man. But it isn't a mandatory thing seems like you can decline the test and be on your way. But yeah you might run into a ***** just waiting to bust chops. Although that seems to be more and more common these days.

that will be funny to see if they all wheel dynos. If you choose to "participate" more than likely the CHP 15 feet a way will help to "include" you. What a gay situation, I would be really pissed if I was on a road randomly selected, and only have intake and exhaust right now, but who would want uneeded CHP harassment.
