Okay, so its been like that for a while... But whos to say that state trooper isn't waiting for you until you pull out of the station with a big fat "FAIL".
"Although participation in the survey is not mandatory"
"Vehicles are tested solely for the purpose of gathering data. They do not "pass" or "fail" the roadside emissions tests, so these tests add no additional repair requirements for drivers of high-polluting vehicles"
Doesn't seem like they are trying to stop people for tickets though?

The emissions survey tests vehicles on a treadmill-like device called a dynamometer that is now being used to conduct Smog Check inspections in the state’s smoggiest regions.
No arguments from me there man. But it isn't a mandatory thing seems like you can decline the test and be on your way. But yeah you might run into a ***** just waiting to bust chops. Although that seems to be more and more common these days.

"A CHP officer directs randomly-selected vehicles to that lane."
Oh yea I bet they are just gonna close their eyes and blindly point at the next vehicle they want to pull over.
Random my ***!

that will be funny to see if they all wheel dynos. If you choose to "participate" more than likely the CHP 15 feet a way will help to "include" you. What a gay situation, I would be really pissed if I was on a road randomly selected, and only have intake and exhaust right now, but who would want uneeded CHP harassment.
remember guys.. they are just doin their job tryna keep the nasty cars off the road.. keep ur car legal and clean and u got notin to worry about...
right?....
guys?.....
DAMNIT WHY THEY HAVE TO DO ISH LIKE THIS
edit: totally didnt read the whole thread.. whew..
