As soon as I heard about it, I figured it was domestic. Something as low of a damage scale, I do realize that it was terrible and horrific. I do feel for the families. But if it were a terrorist attack, I feel that the scale of damage would've been a lot higher.

Not at all I was questioning your rationalization of the attack as domestic being it's low damage scale not withstanding the immediately effected by their losses.

By defacto an act of terrorism regardless of homegrown or foreign is measured by the size of it's impact, be it by damage/carnage/loss of life or by media means.

Based on the media impact of this act alone it's suffice to say it's worked for those responsible and whilst possible for it to be be an act of domestic violence it's actually more likely to be a foreign agenda given it's direct effect on how the US population views attending any family event or things deemed very much safe!
