Bad paint job, what to do?

Bad paint job, what to do?
The end of last year someone rear ended our car, and we had to get the bumper replaced and that and one body panel painted. I was on a trip, my wife took it to Tommy's based on a recommendation she found here somewhere. I noticed a few rough spots in the paint job but didn't fret too much over it. Today I noticed that the paint is peeling off the bumper starting at the bottom, about a 6" wide by up to 1" tall section. Eek.
I don't have time to do anything but think about it (and maybe make a few calls) until next week . . . so what are your opinions? What should I do? If I take it back to the same place, I fear they'll do as little as possible, patch up the one section and it will start to peel somewhere else in another few months. Or should I try to talk the insurance comapny into paying to get the whole paint job redone at a different shop (has anyone ever done this?)? Suggestions for a good Fremont area body shop welcome, I'm even thinking about doing it out of my own pocket if I can find a place that will do it right.

Yes, it's their fault, but that's the point -- I'm not sure I trust them not to do an equally bad job again. I've never had a paint job start to peel after 8 months. And that includes the car I got painted at Maaco!
