The 4th gear thing is a stuck syncro... I'm 90% sure. The 1st gear thing we all have that issue. Put it in reverse then back to first.
If you were having issues with 2nd too I'd say it's the fork.
I bet you could just have the syncros replaced and you'd be all good.
My 04 had the same issue. Mine happened at around 38,000. Dealership fixed it no questions asked.

I have RA gears and my gas mileage went down about 2 miles/gallon max. My 5th gear going 80 is a little bit over 4k. The gearing doesn't bother me at all and I have daily drive it. I've put only put about 3k on my gears though.
I have the RA 1-5 On my 07 WRX, and gas mileage did go down on FWY Driving, but I love them. MUch better gearing than Stock IMO.
I love the gearing though, keeps it in the sweet spot =)
