Open or Catless downpipe?
I have a RS*R catless downpipe, and lately Ive been thinking about getting a catted one, since I really do not want to go through the trouble of changing it when smog time comes and Im really tired of cops looking at me when the smell of gas is going around.
My question is, will I get the same amount of power from a catted downpipe, and will I still be able to pass smog with a bellmouth catted DP?

No that's why people run catless because of the power difference. Get a quiet catback and u should be fine. It's also not hard at all to put a stick down pipe back on.

You will generally get more power from a catless downpipe compared to a high-flow catted downpipe. The difference should be negligible at stage 2 power levels. But since you are concerned about the raw fuel smell attracting police attention, you should go catted.
All downpipes are illegal, even catted ones. Though catted downpipes will usually pass the sniffer, they won't pass visual... unless you go to a shop where the smog techs are lax.

So when tuning my car, the power is not much different compared to the two types of DP's?

If you want more "exact" HP numbers for catless vs catted, you should probably talk to a tuner.

A catted downpipe should indeed pass the sniffer but,will
not pass the visual part though you can ask people what
shops in your area that will pass you on the visual part of
the smog test.

Cat-less will give you more top end and quicker spool. My catted Titek stank much worse than stock so I gave in and went cat-less. Never looked back. It's not a hard decision considering you're breaking the law with either one you choose. Plus I was able to sell the hi-flow, buy the cat-less and still pocket a bunch of cash

The response on a catless DP is significantly better than a catted DP. Even just on Stage 2 power it is highly noticeable.
