Angry unsolved mysteries with a turbo.....

I know that there are alot of people with the problem of the turbo guage bouncing around, from 8 psi to 15 psi. Checked all vacuum lines, bolts, waste gate parts, and whatever else. I know the routine. My car is doing something new. After a stop at a dealer, who said everything is fine for "stock" parameters, a $250 dollar MAF, countless hours of reading and figiting, reinstalled the stage 2, and more my car is still not right. The boost guage will only go up to .05 on that wonderful little guage that no one can convert simply. It is like something is stopping the turbo from boosting all the way to where it used to be. My question is, has anyone run across this type of problem before? If so what was the cure? And don't tell me to check the vacuum lines i did that, unless you have to have the exact ones from Subaru. Any info would be great thanks.
