I like my Kuhmo Ecsta Mx's...cheap, good stick and nice in the rain.

I would NOT even think to try them in ANY snow/ice.

I'm in florida, and it would be odd to see temps in the 20's here more that a couple times this winter, and frost is about the only ice I'll see on a few mornings.
If it is that cold, I'll not risk the car and make other arrangements.

falken azenis, sticky, not really expensive, not the best in rain, much much better than stock on dry pavement

f bridgestone, they wear out to fast, get a tire that can handle excellent in wet weather, then go from there, i do not know what you want to spend so, i say wet weather cause some great dry weather tires suck in the rain.
