Tar or Brake Dust on Wheels?

AHHHHHHHHHHHH! I'm so MAD!!! So how many people run into this problem?

I have some old 07' Gold BBS Rims and I haven't used them in over a year because I got some other rims for my car. I walked into my basement and I took a look at them today and I totally forgot how bad some of them were. The rims are in perfect condition except for the fact they have some weird black spots on them. On the edges of the rims there are HUNDREDS of these black specs and I don't know how to get rid of them. They have a real rough texture like bumps coming out of the rim. What is this stuff? Burned in brake dust? Road tar? I have no idea, but what I do know is that I want to get rid of it. How do I get rid of it? Any suggestions on cleaners to use? Please help!

aww man you should've made sure they were clean and cover them before putting them away. anyway, your best bet is taking pictures of them and talking to people over in http://www.autopia.org/ they're all car detailers and they'll have ideas what to do
