IMHO
i thought the 0 was there to show that its just 8 inches and not more..
just like a 17x7.5 or 1775 ... an 8inch width would look like this 17x8.0 thus the 1780
and it if was wider it would look like 17x8.5 or 1785
but dont take my word for it
ps im not being a @$$
