measuring rims
i measured my stock steelies and they are 16 in but the tires say r15 and all the wrx rims i look at say 16 in rims and are r16 so im not sure if im measuring right or not and if my tires will fit on the wrx rims

exactly what was your method for measuring the wheel itself? Please describe...
but, to put it another way, if a successfully mounted tire says that it is a 15", then yeah, it's a 15" tire. maybe put down the entire sequence of numbers/letters so we have a better idea?

Step 2:
Measure the rim diameter. Take the diameter measurement from the inside groove that the tire bead sits on. It’s easiest to measure the inner diameter of the tire after it’s removed from the wheel. If you measure the outer diameter of the rim itself, it will be almost an inch larger than the specific size.
sounds like you need to measure from the Inside Groove, not the outer rim "lip".
