lowest offset for 04 sti w/ 9 in wide rims

Depends on how much camber you run, and whether or not you are willing to roll your fenders.

You'll have to measure the clearance between the wheel/tire and your strut, then figure out how much closer you can let the wheel get. Then you take that amount, subtract it from 1.5", and that is how much farther the wheel will stick out on the outside. Frankly, I don't think 9" wheels are necessary. 8" wheels allow you to run 245s, and in sticky tires you can't go bigger than that anyway.
