You might consider positioning a fan over the intercooler. Ice piled on top of the intercooler will only cool the surface, but once the dyno pull begins, boost will heat up the interior of the intercooler tremendously, not to mention that hot turbo spooling up below the intercooler. A water sprayer setup would also be better than ice (latent heat of vaporization), but won't be as effective as in a moving car. These things are air-to-air intercoolers - airflow is the key to consistency.
